the problem was that with the location of my fnis in the mods tab of mod organizer which isnt located inside my skyrim but in its own folder. i first followed the instructions from the video from gopher to install fnis using mod organizer and came to an error whenever he had us run the generate for users tool that you use when you add in a new mod that needs fnis its the red lookin thingy. Sorry im a bit vague its getting late and im not focusing my best so ill explain it the best i can just to clear everything up. unless you NEED something to overwrite what FNIS generates in which case you're doing it wrong anyway. You can move them into the fnis files folder or make them their own mod (say, "FNIS Generated Files") or something but it's entirely unnecessary.
